About the NCM Classification at Canadian Armed Forces
The Non-Commissioned Member (NCM) pay scale covers the Regular Force enlisted ranks of the Canadian Armed Forces, from Private through Chief Warrant Officer. NCMs make up roughly three-quarters of the Regular Force and are the operators, technicians, and senior enlisted leaders across the Royal Canadian Navy, Canadian Army, and Royal Canadian Air Force. The rates published here are for the Standard trade group; CAF maintains higher Specialist 1 and Specialist 2 pay categories for occupations such as aircrew, intelligence operators, special operations forces, and certain technical trades, which can add several thousand dollars per year above the Standard rate.
Private ($52,044 to $71,928) is the entry rank, with three pay incentive levels reached over the first several years of service. Corporal pay is split into CPL-5A ($82,296 to $88,044) and CPL-5B ($85,416 to $94,092), the latter reached after promotion and additional time-in-rank. Sergeant ($95,508 to $100,080) is the first senior NCM rank, typically reached after eight to fifteen years of service. Warrant Officer ($104,328 to $107,964) and Master Warrant Officer ($116,016 to $120,684) are senior leadership positions; CWO ($126,744 to $132,012) is the most senior NCM rank, with appointments such as Regimental Sergeant Major or Chief Warrant Officer of the Defence Staff.
CAF members are not represented by a union and do not have collective bargaining rights. Pay is set unilaterally by the Treasury Board on the recommendation of the Department of National Defence under Compensation and Benefits Instructions (CBI) Chapter 204. Rates are normally revised once per year, with the most recent significant adjustment effective 1 April 2025 reflecting the 2025 catch-up settlement. CAF compensation also includes allowances that the published pay rates do not capture: Land Duty Allowance, Sea Duty Allowance, Aircrew Allowance, posting allowances on relocation, and combat or hardship premiums on deployed operations. NCM service counts toward the Canadian Forces Superannuation Act pension plan, which is similar in structure to but separate from the federal Public Service Pension Plan.
