About the IT Classification

The IT group — formerly the CS (Computer Systems) group — covers all federal technology roles: developers, system administrators, cybersecurity specialists, enterprise architects, and IT project managers. The renaming from CS to IT in recent years reflects the broadening scope of the work, from mainframe operations to cloud infrastructure, data engineering, and AI development. Federal IT staff work inside every major department, with the largest concentrations at ESDC, CRA, DND, SSC (Shared Services Canada), and PSPC.

IT-01 is a relatively rare entry level — most new federal IT hires come in at IT-02 ($85,854–$105,080), which is the primary working level for developers, analysts, and administrators. IT-03 ($101,343–$120,867) covers senior technical specialists and team leads. IT-04 ($120,791–$140,165) is reserved for senior architects, project leads, and managers of technical teams. IT-05 ($150,621–$174,076) is a senior director-equivalent for the most complex technical roles — there are relatively few IT-05 positions across government.

Federal IT salaries lag significantly behind the private sector — an IT-03 maxing out at $120,867 is well below what a senior developer makes at most Canadian tech companies or US firms with Canadian offices. However, the federal package of defined-benefit pension, job security, and work-life balance is a genuine offset for many. The IT group is represented by PIPSC (Professional Institute of the Public Service of Canada), which has been pushing for more competitive IT pay in recent rounds of bargaining.
