About the OFFR Classification at Canadian Armed Forces
The Officer (OFFR) pay scale covers the Regular Force commissioned officers of the Canadian Armed Forces, from Officer Cadet through Lieutenant-General. CAF officers lead at every level of the Royal Canadian Navy, Canadian Army, and Royal Canadian Air Force, in command, staff, and specialist roles. Most officers enter through the Royal Military College, the Regular Officer Training Plan, or the Direct Entry Officer programme; pilots, naval warfare officers, and certain other occupations follow distinct trade-specific training pipelines after commissioning. The rates here are for the General Service Officer scale; specialist scales for aircrew, medical officers, dental officers, and legal officers are higher.
Officer Cadet ($34,956 to $37,068) is the subsidized-education rank during Royal Military College or Reserve Entry Training. Second Lieutenant ($76,956 to $78,084) and Lieutenant ($83,868 to $100,920) cover post-graduation junior officers. Captain ($106,332 to $140,544) is the longest-tenure rank for most officers, with eleven pay incentive levels spanning roughly twelve years of service. Major ($143,796 to $161,220) is a senior staff officer or company commander equivalent. Lieutenant-Colonel ($166,644 to $177,348) and Colonel ($188,208 to $210,492) are unit commander and senior staff roles. General-officer ranks span Brigadier-General ($222,780 to $241,164), Major-General ($255,612 to $300,240), and Lieutenant-General ($328,332 to $355,428); the Chief of the Defence Staff sits above this scale on a separate rate.
Like NCMs, CAF officers are not represented by a union and do not have collective bargaining rights; pay is set under CBI Chapter 204. The Captain rank carries an unusually long pay grid because most officers spend a decade or more at that rank before promotion to Major becomes available, and the eleven pay incentives reward that time-in-rank progression. Total CAF officer compensation can exceed published pay materially through aircrew, sea duty, land duty, and hardship allowances, particularly for operationally posted officers. Officer service counts toward the Canadian Forces Superannuation Act pension plan. Compared to civilian leadership roles at similar levels of responsibility, senior CAF officer pay sits below private-sector executive comparators but well above equivalent ranks in most allied militaries.
