About the CR Classification

The CR (Clerical and Regulatory) group is the entry-level backbone of federal administrative work. CR positions handle document processing, data entry, correspondence management, records keeping, and front-line client service. If you've received a letter from a federal department, had a form processed, or spoken to someone at a federal service counter, there's a good chance a CR employee handled part of that interaction. CR roles are found across every department but are particularly concentrated at Service Canada, CRA, IRCC, and Veterans Affairs.

CR-01 ($41,947) and CR-02 ($46,512) are the most basic administrative roles — data entry clerks, mail room staff, and file clerks. CR-03 and CR-04 are working-level clerks handling more complex correspondence and regulatory processing. CR-05 and CR-06 are senior clerks and team coordinators. CR-07 ($74,671) sits at the top of the CR scale and often involves supervisory responsibilities over a small clerical team. The seven-level span of CR reflects the enormous diversity of work that falls under the clerical umbrella.

The CR group falls under the Programme and Administrative Services (PA) collective agreement, represented by PSAC. It's one of the lowest-paid groups in the federal public service, but it's also one of the most accessible entry points — many permanent CR positions don't require post-secondary education. For employees looking to advance, the CR-to-AS or CR-to-PM reclassification pathway is common: after gaining experience at CR-04 or CR-05, employees often successfully compete for AS-01 or PM-01 positions, which come with immediate salary increases.
