About the PM Classification

The PM (Programme Administration) group covers program delivery, case management, and client-facing roles across virtually every federal department. While it shares its pay scale dollar-for-dollar with the AS group, PM positions are more oriented toward direct service delivery: immigration processing, employment insurance adjudication, veterans benefits, and similar programs where federal employees interact directly with the public or make individual decisions on cases.

PM-01 and PM-02 positions are often entry-level processing roles — reviewing applications, verifying eligibility, and managing files. PM-03 and PM-04 are the core working level: experienced program officers, team leads, and policy implementers. PM-05 and PM-06 are senior-level roles, often managing teams of officers or overseeing complex program operations. Promotion through PM levels typically requires competitive staffing processes, not just time-in-grade.

The PM and AS groups are both represented by PSAC and fall under the same PA collective agreement, which means their pay scales, step increments, and general working conditions are identical. If you're starting out in the federal public service and land a PM-02 role at Service Canada or IRCC, you're in the same pay band as an AS-02 anywhere else in government. The main distinction shows up in the type of work and which department controls the staffing process.
